The Benton County Electric System has a top position titled Superintendent. A contract between the System and the Superintendent should have been in place from the very start of this government agency. The fact that this position serves at the will and pleasure of the board also supports the need for a contract. I have copies of the minutes dating from the sixties and the following minutes from December 1990 comes as close to a contract as one will find. Yet, one readily sees that this attempt falls short of a contract. What are the Superintendents’’ duties and responsibilities? How much vacation, sick leave, severance pay, etc. shall this person receive? Take a look at the minutes and see what you think. Is this the way to operate a company?
